Who is Lee?

Who is Lee?

Ernest Carroll is my name, yet I am known to all as “Lee.” Lee Carroll ​brings over 22 years of expertise across the military, law enforcement, ​and community advocacy sectors. Beginning with a six-year tenure in ​the U.S. Army, Lee honed skills in discipline, leadership, and ​teamwork. This military service nurtured in him a profound sense of ​duty and a commitment to serving others. Throughout his career, he ​has concentrated on safeguarding and empowering youth and ​communities.


After his honorable discharge, Lee pursued further education at South ​Carolina State University, earning a Bachelor of Science in Criminal ​Justice. This step reflected his dedication to ongoing learning and personal ​development. His academic achievements not only advanced his expertise ​but also established him as a role model, proving that it is never too late to ​follow one's aspirations.

Goals for Richland One

  • Better Schools: Advocation for numerous capital fund ​projects to be completed, including upgrades to dilapidated ​schools and facilities
  • Safe Schools: Implementation of safety protocols that will ​ensure emergency preparedness, physical security ​measures, mental health resources (funding), and ​appropriate incident reporting procedures, and school ​safety committees.
  • Anti-Bullying Policy: Assess, Engage, Enforce and Create ​policy that will build a safe environment for staff, students, ​and parents
  • Competent Leadership: Ensuring the district has leadership ​that is accountable, transparency, and an advocate to staff, ​students, and parents

Goals for Richland One

  • Fiscal Responsibility: Ensuring policies are in place to curb the ​persistent payroll, human resources, and procurement issues ​that continue to plague the district
  • College & Career Readiness: Implementing a policy to ensure ​resources are going to sufficiently fund Heyward Career Center ​and other district-wide CATE programs
  • School Equity: Policy must be created to ensure programs are ​equal at all schools. There is no reason one school should have ​more programs and no access for others
  • Staff Professional Development: Offsite professional ​development needs to be reinstituted. There is no reason the ​administration can go, but our teachers are limited in this ability.
  • District Reputation: The reputation of out district is in shambles, ​the board must put a leader in place to stop the train from ​further derailment
